Today, the Republican Center for health development has held a solemn meeting devoted to Independence Day of the Republic of Kazakhstan.

CEO Aynur Ayipkhanova congratulated the staff on the national holiday and presented awards and diplomas.

Medal "Yenbek ardageri" was given to Dosmambetova Kulsara Karabayevna, leading specialist of the Department of knowledge assessment at the Knowledge and Skills Assessment Center.

Award pin "Densaulyk satau isine koskan ulesy ushin" was taken by Baigozina Zaure, the head of Department of development of medical education at the Center for human resources development and science. Gulzhan Mukhanova, the chief specialist of the Department of standardization at the Centre for the rational clinical practice was awarded the pin "Densaulyk saktau isinin uzdigi".

Diplomas were also given to Galiya Mussina, the chief specialist of the Observatory of human resources at the Center of human resources development and science and Rauza Kenzhekulova, the chief specialist of the primary health care development sector at the Medical Assistance Development Center.

On December 8, the Republican Health Development Center held a meeting on issues of transferring state functions of the Ministry of Health in the competitive environment and self-regulatory organizations in Astana. The meeting was attended by representatives of the Ministry of Health, RHDC, National chamber of health, associations of professional medical organizations and legal entities.

The guests were informed on the work of the Ministry of Health in the direction, and the introducing new management models healthcare, which provides public control as well. It is expected tto transform the joint Commission for quality in an independent legal entity and transfer some state functions.

Participants supported the proposal of the Ministry of Health to transfer the following:

- organization and conduct of state certification of scientific organizations and educational institutions in the field of healthcare; development of qualification requirements for medical and pharmaceutical activities, standard operating procedures, new methods of prevention, diagnosis, treatment, medical and social rehabilitation, standards for equipping of pre-clinical simulation of medical colleges.

Also, it is proposed to transfer functions such as organization and conduction of accreditation of subjects of health care, monitoring of activities of accredited subjects of health, formation of a data base of actors in the field of health, standards of accreditation, and education in the field of health.

On July 3, 2017 a new version of the order "On approval of Rules of rendering of emergency medical care in the Republic of Kazakhstan" No.450 approved by the Order of the Minister of Health of the Republic of Kazakhstan entered into force.

Emergency medical assistance is of two types – emergency and urgent. Emergency care is provided in cases of threat of life of the patient. Urgent

 one is provided when there is no direct threat of life, but the disease is in acute stage and the help tis needed as quick as possible. Both types are provided by the "first aid" service. However, there are cases when a person must call General practitioner, not resorting to "Ambulance".

The main task of the ambulance is to stop an acute condition (i.e. relieve symptoms or to save the patient's life prior to arrival at the hospital), not giving any recommendations for further treatment.

Emergency medical service (further - EMS) – is a form of medical assistance in the case of diseases and conditions requiring emergency medical care to prevent significant harm to health and (or) remove threats to the life, and, if necessary, transport organs (parts of organs) for subsequent transplantation;

Emergency is a form of medical care that requires urgent medical intervention to prevent significant harm to health or elimination of threat to life when the sudden acute disease, trauma, sudden deterioration of health, exacerbation of chronic diseases.

On December 11-12, Astana hosted a seminar with the participation of the National Board of medical examiners of the USA (NBME).

The seminar,is attended by some representatives of the Ministry of Health of Kazakhstan, National Chamber of Health of Kazakhstan, national institutions, rectors and Vice rectors of medical universities.

Representatives of the National Board of medical examiners of the USA, headed by Vice-President M. Brownelle Anderson, conducted a series of seminars and workshops concerning the organization and activities of professional councils for certification in the specialties of doctors, according to the methodology of the development of tests and clinical scenarios, psychometrics.

National Board of medical examiners of the United States assesses knowledge and skills through the demonstration of the key competencies of healthcare professionals to medical practice.

High USMLE results allow the community to be confident in the quality and safety of health care provided to the population, and their activities are consistent with established standards.

The seminar is relevant due to the transition of Kazakhstan from the public health workers certification to the system of licensing of medical activities.

In 2020 Kazakhstan plans to introduce mandatory licensing of health professionals. So, it is expected to attract NBME in terms of creating a stable methodological framework for the process of assigning licenses to staff.

December 6, in Astana, the Republican Health Development Center supported by the Ministry of Health of Kazakhstan held a Republican meeting on the implementation of the project "Strategic human resource management" in 2016-2019 years.

The meeting was attended by about 60 health care specialists: the regional leaders of project teams, representatives of the Republican scientific centre and the research Institute, the national center for e-health.

The participants discussed the interim results of the project, the implementation of regional and corporate policies of human resources management, modernization of personnel services with the introduction of modern HR-technologies, questions of insurance of professional liability of health workers and subjects of health.

Participants spoke about the problems of filling in the program "Resource Management System". In order to solve this issues, it was decided to conduct additional training of the personnel specialists of the medical organizations to work with this program.

Also the meeting included a seminar "Communication skills and medical ethics" for coaches to organize and conduct cascade training regions.
