On November 27-30, a working visit of representatives of the RHDC was hosted  in Chicago at the invitation of the National Committee of nursing state boards of the United States of America (NCSBN).

The NCSBN is a nonprofit organization, to ensure the health of the U.S. population through the organization and conduct the national licensing exam for nurses (NCLEX), the results of which are recognized by jurisdictions not only in the U.S. but also Canada.

The purpose of NCSBN visit was to familiarize with the international experience of licensing and certification of nurses to ensure the transformation of the system of certification into the system of medical activity licensing.

During the visit, RHDC General Director Ainur Ayipkhanova signed a Memorandum of cooperation NCSBN in the regulation of medical activities of nurses, licensing, and improving medical education.

Representatives of the RHDC learnt about the development of examination material, establishing a passing score in the license exam and scoring with the use of psychometric analysis. Also, the participants discussed the use of information technologies in medical regulation and licensing.

On November 30, Astana hosted the Forum "Investing in health of the Republic of Kazakhstan" with the participation of Deputy Prime Minister of Kazakhstan Yerbolat Dossayev, Minister of Healthcare of Kazakhstan Yelzhan Birtanov.

Partners of the Forum were the Asian Development Bank, the World Bank, the European Bank for Reconstruction and Development and National center for health development.

This event is dedicated to the development of infrastructure, the search for models of cooperation between the state and private medicine, investment in health and the implementation of public-private partnerships.

Representatives of international financial organizations, potential investors, medical business, international and Kazakh experts in the field of health investments and PPP projects, representatives of key ministries and akimats of oblasts, Astana and Almaty took part in the forum.

Currently, in Kazakhstan there are 7 914 health facilities, of which 6 764 objects are public and 1 150 – private ones.

At the same time, in connection with the deterioration of buildings and medical equipment, lack of design capacity of outpatient organizations, high security beds, the total need for investment in the healthcare industry today is estimated at around 1 trillion tenge.

At the beginning of May, the Center for Accreditation of the Republican Center for Health Development of the Ministry of Health of the Republic of Kazakhstan held a videoconference on the "Rules for the Accreditation of Professional Medical Associations. Methodical and consultative support for preparation for accreditation", for 83 representatives of professional medical associations and the association of legal entities of the country.

Accreditation of professional medical associations (hereinafter - PMA) in Kazakhstan is conducted for the first time, the purpose of which is to assess the activities of the PMA for compliance with the established criteria for the selection and further transfer of certain functions of the state body to them.

Accreditation of professional medical associations is a voluntary procedure conducted by the Joint Commission on Quality of Medical Services of the Ministry of Health of the Republic of Kazakhstan. The role of PMA is to develop a quality management system for medical services, to participate in the improvement of medical and pharmaceutical education programs and to implement reforms in the field of nursing with the active involvement of non-governmental and professional organizations.

The Ministry of Health of the Republic of Kazakhstan continues the campaign to select candidates for inclusion in the personnel reserve for leadership positions in the healthcare system of the Republic of Kazakhstan.

When selecting candidates, special attention will be paid to the existing competencies and factors of competitiveness in the global labor market. The following criteria will be the determining priorities for candidates: the availability of higher education in the leading universities of the country and the world, experience in leading positions in the current healthcare system of the Republic of Kazakhstan or in health organizations of advanced economies, and proficiency in English.

Within the framework of the project "Modernization of Medical Education and Science" (hereinafter referred to as the Project) six medical universities of the Republic of Kazakhstan signed 3-year memorandums with foreign universities belonging to the top 500 best. Within the framework of this project, new approaches to the selection and admission of applicants to medical universities will be introduced, educational programs of higher education and residency will be revised, including together with the Nazarbayev University medical school.

To further develop the system of independent assessment of the competencies of students and graduates of medical universities, a single national multi-stage examination based on USMLE (United States Medical Licensing Examination) system will be introduced.
