Kazakhstan in the Global Healthcare

The World Health Organization aims to provide all people at any age with a healthy life and well-being. As part of its new five-year strategic plan, the Thirteenth General Program of Work, WHO has identified 10 health issues that will be worked on in 2019.

Weak primary health care systems are one of 10 global health problems, to which the Republic of Kazakhstan has been making a lot of efforts for 40 years, beginning with the adoption of the Alma-Ata Declaration on primary health care in 1978 by all WHO Member States.

         In October 2018, all countries again pledged to strengthen primary health care systems and adopted unanimously the Astana Declaration on Primary Health Care which:

  • defines health as a priority in state policy;
  • recognizes primary health care as a way to achieve universal health coverage and the UN Sustainable Development Goals;
  • contains clear commitments from governments, the medical community, people and partners (international organizations, the private sector, NGOs) on the path to health for all;
  • Calls through primary health care to provide the majority of medical services and restrain cost increases.

         The introduction of the Astana Declaration in the 21st century throughout the world has become the brand of Kazakhstan’s leadership on the world stage.

         Thus, the Supervisory Board of the “Republican Center for Health Development” of the Ministry of Healthcare of the Republic of Kazakhstan decided to create a Center for Global Health since January 2019, the objectives of which are:

  • Assistance in the integration of the national health system with the international community;
  • Promotioning Kazakhstani brand “Astana Declaration on Primary Health Care” in the world;
  • Promoting the implementation of best international practices in the national health care system.
