Standardization Stages

2013-2014 – “the creation of the electronic health record model” which included the first basic set of standards, approved by 75 and 210 orders, also the first classifiers were identified. As there was no competence to develop standards in the field of e-health, the standards were adopted in the form of standard requirements and regulations.

2015-2016 – the identification of the electronic health record’s functional, which includes the processes of medical care and the determination of additional classifiers to support them. In 2015, 4 standards were developed and approved, and classifiers’ adaptation process started off.

The work on the standardization of e-health is quite diverse, but its prime purpose is creation of a fully interoperable e-health space where the patient is a key actor. This will be achieved by:

  • Continuity of medical care (information exchange between various medical organizations that provide medical care);
  • Patient safety (on-time access to medical information will reduce the risk of harm to patients' health status);
  • Accessibility of medical care (equal access to medical services by optimizing the processes of registration and appointment of patients, optimal loading and allocation of resources);
  • Patients’ engagement (involvement in the treatment process through the Personal Account).

The implementation of the electronic health record system will have a positive economic effect on the health care system. This will be achieved by a reduction in integration costs due to the compatibility of various information systems with other similar products operating under uniform exchange standards for clinical and administrative data. Also, the reduction of the costs of health services will be due to full transparency of spending and distribution of medicines, medical products.
