By order of the Ministry of Health of the Republic of Kazakhstan, Deputy Chairmen of the Board of NRCHD were appointed.

 

Iskakov Nurlan Zaikeshevich and Almadieva Alima Kazbekovna took the vacant positions of Deputy Chairmen of the Management Board.

 

    

 

Nurlan Iskakov previously held the positions of Deputy General Director of MedFarmConsulting LLP, President of the Center for Medical Technologies and Information Systems of the Office of the President of the Republic of Kazakhstan, Director of the Department for the Development of Tourist Destinations of Kazakh Tourism National Company JSC and Deputy Chairman of the Board of SK-Pharmacy LLP.

 

He is a graduate of the Russian Presidential Academy of National Economy and Public Administration and the International Academy of Business with a degree in Doctor of Business Administration. He also has an education in the specialties "Medicine", "Economics" and "Management". He was awarded the badge "Excellent Health Worker of the Republic of Kazakhstan".

 

Alima Almadieva previously held the positions of Executive Director of the Kazakhstan Association for Health Technology Assessment, Evidence-based Medicine and Pharmacoeconomics Research "KazSPOR", the Association of Public Health Specialists "Salamat-Damu", the position of Director General of the Kazakhstan Agency for Health Technology Assessment. She graduated from the Rollins School of Public Health at Emory University in the USA under the Hubert Humphrey International Scholarship Program, has an ABD degree in Public Health, higher education in the specialties of "Medicine", "Accounting and Auditing" and "Jurisprudence", is the author of 48 scientific publications.

On September 13-14, 2018, in Astana between the Ministry of Health, RCHD and representatives of GIZ, SDC and the P4H global network was held the Joint Mission on expanding cooperation and strengthening Kazakhstan's position as a regional center for promoting P4H partnership in Central Asia and Russian-speaking countries.

 

Kazakhstan was visited by Dr Franz von Roenne, GIZ Senior Advisor Strategy, Placella Enrichetta, SDC Health Advisor for Eastern Europe and Central Asia and Bayarsaikhan Dorjsuren, P4H Senior Health System Advisor.

Accreditation of medical organizations will be conducted according to updated standards according to the order of the Minister of Healthcare dated on June 5, 2018, No. 325 “On Amendments and Additions to the Order of the Minister of Healthcare of the Republic of Kazakhstan dated on October 2, 2012 No. 676 “On Approval of Accreditation Standards for Medical Organizations””. From June 25, 2018 accreditation of medical organizations has been suspended until August 20, 2018 due to the need of updating the automated information system of the Ministry of Healthcare of the Republic of Kazakhstan “Quality Management System for Medical Services” (“QMSMS”).

 

Since the introduction of the national accreditation of medical organizations, this issue of accreditation standards is the third in a row. According to the best world practice and ISQua requirements, it is recommended to revise national accreditation standards every four years. The first issue of accreditation standards for medical organizations was issued in 2009. In 2012, the second edition of accreditation standards came into force, on the basis of which accredited organizations worked until today. The accreditation of medical organizations will be carried out using standards of the third revision within the next four years.

Р4Н Panel session (for Public Health) was held on December 14 and 15 within the framework of the UHC International Congress (Universal Health Coverage). It was organized by the World Health Organization together with other international organizations and the Government of Japan. The Congress was devoted to the global problems of universal coverage of the population with medical assistance and key areas for UHC promoting. This Congress was attended by the Prime Minister of Japan Mr. Shinzo Abe.

The Congress included several panel meetings on: the involvement of the private sector in UHC; the political and economic factors on the availability of medical care and its quality; new ways of UHC partnerships and management processes; health financing; role of the public in UHC; increasing opportunities for joint activities of physicians and the public in achieving the goals of UHC and Р4Н.

At the Panel meeting Deputy General Director of "RSE on REU "Republican Health Development Center" (Republican State Enterprise with the right to engage in economic activities) Kaldybayeva M. K. addressed the speech devoted to the financing of the health system, the role of regional cooperation and public involvement in solving problems of medical support.

Today, the Republican Center for health development has held a solemn meeting devoted to Independence Day of the Republic of Kazakhstan.

CEO Aynur Ayipkhanova congratulated the staff on the national holiday and presented awards and diplomas.

Medal "Yenbek ardageri" was given to Dosmambetova Kulsara Karabayevna, leading specialist of the Department of knowledge assessment at the Knowledge and Skills Assessment Center.

Award pin "Densaulyk satau isine koskan ulesy ushin" was taken by Baigozina Zaure, the head of Department of development of medical education at the Center for human resources development and science. Gulzhan Mukhanova, the chief specialist of the Department of standardization at the Centre for the rational clinical practice was awarded the pin "Densaulyk saktau isinin uzdigi".

Diplomas were also given to Galiya Mussina, the chief specialist of the Observatory of human resources at the Center of human resources development and science and Rauza Kenzhekulova, the chief specialist of the primary health care development sector at the Medical Assistance Development Center.

On December 8, the Republican Health Development Center held a meeting on issues of transferring state functions of the Ministry of Health in the competitive environment and self-regulatory organizations in Astana. The meeting was attended by representatives of the Ministry of Health, RHDC, National chamber of health, associations of professional medical organizations and legal entities.

The guests were informed on the work of the Ministry of Health in the direction, and the introducing new management models healthcare, which provides public control as well. It is expected tto transform the joint Commission for quality in an independent legal entity and transfer some state functions.

Participants supported the proposal of the Ministry of Health to transfer the following:

- organization and conduct of state certification of scientific organizations and educational institutions in the field of healthcare; development of qualification requirements for medical and pharmaceutical activities, standard operating procedures, new methods of prevention, diagnosis, treatment, medical and social rehabilitation, standards for equipping of pre-clinical simulation of medical colleges.

Also, it is proposed to transfer functions such as organization and conduction of accreditation of subjects of health care, monitoring of activities of accredited subjects of health, formation of a data base of actors in the field of health, standards of accreditation, and education in the field of health.
