Alexander Vladimirovich Kostyuk was appointed as a Chairman of the Board at the Salidat Kairbekova National Research Center for Health Development of the Ministry of Health of the Republic of Kazakhstan (hereinafter - NRCHD).

 

Alexander Kostyuk was born on July 27, 1970. In 1993 he graduated from the Astana Medical University as a pediatrician. In 1997 he defended his candidate of science dissertation in pharmacology and clinical pharmacology.

After graduation he worked in Astana Medical University for 17 years (1993-2010). Dr. Kostyuk made his way from a graduate student to the head of the department, combined teaching, research and clinical activities at the departments of Clinical Pharmacology, Pediatrics and Public Health. He also held several administrative positions as Deputy Dean of Faculty, Head of Strategic Development, Quality Management Representative and others.

In 2007, Mr. Kostyuk attended Virginia Commonwealth University (Richmond, USA), where he majored in Health Policy, Economics and Management. In 2009, he completed training at the WHO Office of Europe in Healthcare Management and Healthcare Emergency Management.

 

From 2010 to 2013, Alexander Kostyuk was head of the Center for Standardization and Medical Technology Assessments at the Republican Center for Health Development (as NRCHD was formerly known).

From 2013 to 2018, he studied at the International Society for Pharmacoeconomics and Outcomes Research (ISPOR) modular program on Health Policy, Economics and Technology Assessments.

2013 - 2014, Vice-Rector for educational activities at the Republican Institute for Postgraduate Medical Education.

2014 – 2015 Chair of the Department of Health Policy and Technology Assessment at the Kazakh Medical University of Continuing Education.

2015 - 2017 - Head of the Kazakhstan Agency for Health Technology Assessment.

2017 - 2018 - Head of the Center for Clinical Excellence at the Republican Center for Health Development.

2018 - 2019 - Head of the Expert Analytical Center for Pricing of the National Center for Expertise of Medicines and Medical Devices.

2019 - 2020 - Director of the Department of Drug Policy (Department of Drug Provision and Standardization) of the Ministry of Health of the Republic of Kazakhstan.

Co-chair of ISPOR's Health Technology Assessment Roundtables in 2014 and 2015. From 2018-2020, he served as chair-elect of ISPOR's Asia Pacific Committee of Policy Makers, Payers, and Health Technology Assessment Agencies.

 

Since 2021, Mr Kostyuk worked as a consultant in health policy and economics, rational clinical practice, drug policy and health technology assessment, the World Health Organization (WHO) expert, the International Society for Pharmacoeconomics and Outcomes Research (ISPOR) expert, and advisor to the Vice Minister of Health and President of the Kazakhstan Association for Health Technology Assessment, Evidence-based Medicine and Pharmacoeconomic Research.

 

He is a member of Health Technology Assessment international (HTAi), the International Society for Pharmacoeconomics and Outcomes Research (ISPOR), and the International Health Economists Association (IHEA).

Author of textbooks on evidence-based medicine and pharmacoeconomics, as well as more than 10 methodological recommendations (health technology assessment, pharmacoeconomics, evidence-based medicine and development of clinical guidelines/protocols) and more than 100 research papers published in national and foreign medical journals, member of editorial board of scientific journals "International Journal of Epidemiology and Health Sciences" (Netherlands) and "Pharmacoeconomics. Modern Pharmacoeconomics and Pharmacoepidemiology" (Russian Federation).

 

 

Alexander Kostyuk was awarded the following state awards:

  • Medal "Excellence in Health", and
  • Commemorative medal "25 years of the Constitution of Kazakhstan".
