The Republican Center for Health Development has been working on the development of a draft of the new State program for health development since November 2018. As it is known, the state planning system provides for the development of program documents for the industry based on the global development plans of the country. The development strategy of Kazakhstan until 2050, as well as the Strategic Development Plan of the Republic of Kazakhstan until 2025, the instructions of the Leader of Nation were taken into account and formed the basis of the draft of the State Program for Health Development. The main reforms initiated under the state program "Densaulyk" 2016-2019 were also continued, the recommendations of international experts were taken into account.

The first working group, chaired by the Minister of Health of the Republic of Kazakhstan, gathered at the RCHD on February 2019, where the first draft of the Project of State Program for Health Development was presented. A number of regular meetings and finalization of the project led to the decision to hold thematic specialized working groups that would cover all issues from the future development of the organization of assistance to increasing the level of competence of specialists. On the basis of the RCHD, the working groups worked each of the directions during three days and were created from the number of medical workers from all regions of the country and from all levels of the health care system - primary health care, hospital, medical universities, as well as representatives of NGOs and other public organizations, at the same time groups were formed not only from doctors, but also nursing staff.

A total of 13 working groups were created, which conducted discussions on the following topics:

  7. Reproductive and sexual health
  8. Diseases of the gastrointestinal tract

  13. HIV, tuberculosis, hepatitis

As a result of the work, proposals were submitted for the State Program of Health Development for 2020–2025. The main concept of the State program for the current period was formed and first presented by the General Director of the RCHD Ainur Aypkhanova on May 6, 2019, at the base of the Non-Commercial Joint-Stock Organizaiton “Astana Medical University” (Nur-Sultan) at a meeting of the Training and Methodological Association in the “Healthcare” direction, under Chairmanship of the Minister of Health of the Republic of Kazakhstan Yelzhan Birtanov. The meeting was attended by the first executives, deputy heads and leading specialists of medical universities, research institutes, national centers, who made proposals to the project in terms of activities related to the provision of public health, development of medical education and science.

The Ministry of Health, together with the RCHD, prepared a draft plan of activities for the State program for Health Development calculated until 2025, with the main indicators of the result.

Further steps in the development of the State Program will be a public discussion and reading of the draft.

In 2015, at UN headquarters, world leaders, including heads of state and government, reached a consensus and developed a long-term plan for the development of the planet, as reflected in the document “Transforming our world: the 2030 agenda for sustainable development”. The document identifies 17 sustainable development goals (SDGs).

 

In July 2019, a high-level political forum on sustainable development is planned in the city of New York. Kazakhstan plans to take part in this forum and submit a Voluntary National Review (VNR$) to highlight the progress of the implementation of the SDGs from 2015 to 2018 inclusive with planning to 2030. The Ministry of Health of the Republic of Kazakhstan, in cooperation with the RCHD, will prepare a part of the health care services.

 

Within the framework of the project for the preparation of the healthcare section, comprehensive phased work is planned. After that, an analysis and proposals will be made to develop a review.

From the beginning of 2019, the Center for Global Health (hereinafter referred to as the CGH) has been tasked with developing a Concept for a new State program for healthcare development for 2020–2025. The main coordinator for the development of the project was appointed the chief analyst Almat Dzhuvashev. The first stage included holding organizational meetings in a brainstorming format with the participation of heads of departments of the Ministry of Health and the Republican Center for Health Development, chaired by Minister of Healthcare Yelzhan Birtanov, where the main problems of the healthcare system, vision, goals, objectives, key directions were identified.

 

As the next stage CGH formed a number of working groups on major areas, such as diseases of the health system, oncology, reproductive and sexual health, respiratory diseases, diseases of the gastrointestinal tract, gerontology, neurology, mental health, children's diseases, endocrinology, public health, HIV, tuberculosis, hepatitis, trauma. On the basis of the RCHD, the working groups worked through each of the areas for three days. The working groups were created from the number of medical workers from all regions of the country and from all levels of the health care system - primary health care, hospital, medical universities, as well as representatives of NGOs and other public organizations, while the groups were formed not only of doctors, but also of average medical workers. As a result of the work of all the working groups, proposals were submitted to the healthcare development programme for 2020–2025, which were subsequently analyzed and systematized. The result and the result of this activity will be the presentation to the authorized body of the Concept of the State Program for the Development of Healthcare for 2020–2025 with goals, objectives, main indicators and deadlines for the implementation of the program.

The main objective of the project is to study the work of non-governmental organizations in the protection of patient's rights and to consider their involvement in the management of the quality of care.

 

To accomplish this task, a comprehensive work is planned to study the role of non-governmental organizations in protecting the rights of the patient in managing the quality of care. This year, international experience on involving non-governmental organizations to protect the rights of the patient in the management of the quality of care will be studied. Possible methods of involving non-governmental organizations will also be considered. The analysis of the activity of non-governmental organizations on the protection of the rights of the patient of the Republic of Kazakhstan through questionnaires, round tables and interviews will be conducted.

 

On the basis of the work done, the World Bank will be provided with recommendations on the effective involvement of non-governmental organizations for the protection of patient rights and increasing patient confidence in medical organizations and staff. The implementation of the recommendations will be monitored.
