Mr. Howard Catton, RN, BSc, MA, Director, Nursing and Health Policy, International Council of Nurses. He has worked in the United Kingdom and the United States and has studied social policy and industrial relations. He held various posts at the Royal College of Nursing UK, including national policy adviser for workforce research and health policy, and spent a year working for the New Zealand Nurses Organization. He was RCN Head of Policy & International Affairs from 2005-15, working with a wide range of stakeholders on the development and implementation of nursing and health policy in the UK and overseas. Dr. Shamian is also the former president and CEO of the Victorian Order of Nurses (VON) and past president of the Canadian Nurses Association (CNA). She is also a co-investigator with the Nursing Health Services Research Unit, and was the Executive Director of the Canadian federal government’s Office of Nursing Policy for five years. In addition to her extensive international work, she was vice president of Nursing at Mount Sinai Hospital in Toronto for 10 years and has held various academic positions since 1989.Scope of interests: Nursing Education, Health Promotion, Fundraising, and Critical Care. David Benton, RGN, PhD, FFNF, FRCN, FAAN,CEO National Council of State Boards of Nursing (NCSBN), Chicago, USA.He took up post as Chief Executive Officer of the National Council of State Boards of Nursing (NCSBN) on the 1st of October 2015, prior to this he worked at the International Council of Nurses in Geneva Switzerland for the previous ten years; firstly as their consultant on nursing and health policy specializing in regulation, licensing and education and then as CEO. David is the recipient of several awards and honors. He is particularly proud of being awarded the inaugural Nursing Standard Leadership award in 1993. He was presented with Fellowship of the Florence Nightingale Foundation in 2001, awarded Fellowship of the Royal College of Nursing in 2003 for his contribution to health and nursing policy and most recently became a Fellow of the American Academy of nursing in 2015. David has held several visiting appointments and is currently a visiting professor of nursing policy at the University of Dundee in Scotland.

His role is in overseeing programs and services related to the operations of the organization including the Examinations, Marketing and Communications, Performance Measurement and Standards Setting, Member Relations, and Human Resources departments.He is active in the certification and licensure community for more than 30 years, prior to joining NCSBN in 2010,Dickison was director of health professions testing at Elsevier, Inc. and associate director at the National Registry of Emergency Medical Technicians. He also served 11 years in the United States Air Force as a medical service specialist (medic). He received his BBA from Mount Vernon Nazarene University, Ohio, and his PhD in Quantitative Research in Evaluation and Measurement in Education from the Ohio State University.
