Dr. Konrad Obermann MD, PhD

Dr Konrad Obermann is Physician and economist with 20 years of experience in clinical work, research, and strategic planning and consulting. Currently he is working at Mannheim Institute of Public Health University of Heidelberg, Germany. Physician and economist with Wide-ranging international training and teaching experience as well as in-depth knowledge of university structures, accreditation processes, and the development of innovative/internet-based curricula in national and international settings with special emphasis on teaching health economics and health care financing in different settings and for different audiences. Professor of Health Economics since 2005. Focus of work on international health economics, health system development and health care financing, economic evaluation and rationing health care, as well as internet-based empirical health systems research. More than 10 years of experience in international cooperation in non-European countries and more than 50 completed assignments. Dr. Eduardo Banzon

Dr. Eduardo Banzon is the Principal Health Specialist at the Asian Development Bank. He was also a Clinical Associate Professor of the University of the Philippines (UP) College of Medicine; Research Associate Professor of the UP-National Institutes of Health; a faculty member of the Ateneo Graduate School of Business; and adjunct faculty in the Asian Institute of Management and Ateneo School of Government. He holds a Medical Doctor degree from UP College of Medicine and an MSc in Health Policy, Planning and Financing from the London School of Economics and the London School of Hygiene and Tropical Medicine.

He worked as Pharmaceutical Manufacturers Association of Turkey (IEIS) Pharmaceutical Manufacturers Association of Turkey (IEIS) Polar Health Economics and Policy Consulting (Ankara, Turkey).  Currently Enver Kagan is working at Turkish Medicines and Medical Devices Agency. He is currently achieving PhD at Utrecht University, WHO Collaborating Centre for Pharmaceutical Policy and Regulation. Vitaly Omelyanovskiy

Vitaly Omelyanovskiy is a General Director of Federal State Budgetary Institution “Center of Healthcare Quality Assessment and Control» of the Ministry of Health of the Russian Federation. In 1987 he graduated from Pirogov Russian National Research Medical University with a specialization in “General Medicine”. In 1998 he graduated from the Russian Presidential Academy of National Economy and Public Administration with a specialization in “State and Municipal Management”. He defended his doctorate dissertation on clinical and economic analysis and pharmacoeconomics. Elena Bakhmutova

Elena Bakhmutova is the Chairman of the Board of the non-commercial joint-stock company "Social Health Insurance Fund"

A political figure of the Republic of Kazakhstan and the former Managing Director for Finance and Operations - Member of the Management Board of the JSC “Samruk-Kazyna”. She worked as a leading economist, chief economist, deputy director, director of the Budget Department of the Ministry of Finance of the Republic of Kazakhstan. From January 2008 Elena Bakhmutova worked as the Chairman of the Agency of the Republic of Kazakhstan for Regulation and Supervision of the Financial Market and Financial Organizations.

Kaliev Marat

Candidate of Medical Sciences, Associate Professor, author of more than 50 scientific papers, 8 monographs

Mr Kaliev has work experience in the health care system, in provision of health services, financing and reforms of the health care.sector . He began his work at the clinical department of the Medical Academy, where he had passed from assistant to assistant professor of the department. Later, he worked as the Dean of the Faculty of Medicine for foreign citizens of the Medical Academy in Bishkek. In 2009-2010 he worked as the First Deputy Director of the Mandatory Health Insurance Fund under the Government of the Kyrgyz Republic, and later became the Director. He worked as the Deputy Minister of Health of the Kyrgyz Republic, then as the adviser to the Vice Prime Minister of the Kyrgyz Republic (2015). Under his leadership a number of national strategies in the health sector were developed, he actively coordinates effective projects on improvement of quality, financing of medical services, new models provision of services and other areas. From 2015 to the present, he leads the Mandatory Health Insurance Fund under the Government of the Kyrgyz Republic.

Triin Habicht

Triin Habicht is a Head of Department of Health Care in Estonian Health Insurance Fund. Her work is mainly focused on development of different reimbursement schemes for health care providers, assessment of new health technologies and enhancement of health care quality assurance system. Peter S Hill

Peter Hill is Associate Professor, Global Health Systems in the School of Public Health at The University of Queensland. His research and teaching interests currently focus on global health governance, heath in the Sustainable Development Goals, health systems strengthening and Indigenous health in Australia. He is a Public Health Physician by training and a member of the National Council of the Royal Australasian Faculty of Public Health Medicine. He completed his PhD at the Vrije Universiteit Brussel, examining the emergence of global health policy and its translation into country level policies and programs, with a particular focus on the Cambodian Health Coverage Plan. He has been principal investigator in a series of projects that have examined the development of the health goal in the Sustainable Development Goals, the uptake of the Indigenous Burden of Disease Research findings into policy in Australia, and health services provision in fragile and conflict-affected states.

Ravi P. Rannan-Eliya is an Executive Director for the Institute for Health Policy in Sri Lanka. He is a physician, public health expert and economist, with degrees from Cambridge and Harvard universities. His research work focuses on issues of health systems financing and equity, ageing, non-communicable disease and child under-nutrition. He has undertaken research and consulted in several countries in all regions, working with governments and international agencies such as World Bank, ADB and WHO. He is active in a number of research and training networks, including the Asia-Pacific NHA Network (APNHAN), a regional research network that looks at health systems equity – Equitap, ANHSS, a regional network for training in health systems, and he is co-director of the Global Network for Health Equity (GNHE).

Vitaliy Koikov MD, PhD, Doctor of Medical Sciences

Vitaliy Koikov is the Head of the Center for Education and Science Development, Republican Center for Health Development" of the Ministry of Healthcare of the Republic of Kazakhstan. He graduated from the Karaganda State Medical University. His experience includes leading positions at the Center of scientific research, expertise and the development of innovation in health care, the Department of Education and Science of the National Medical Holding and Research Management Department of the Astana Medical University. Many important projects were realized with his participation. His work is made up of organization, coordination and monitoring of scientific, educational or research activities.

Dr. Elias Mossialos

Elias Mossialos is Brian Abel-Smith Professor of Health Policy in the Department of Health Policy at the London School of Economics and Political Science and Founder and Director of LSE Health. He is also the Co-Director of the European Observatory on Health Systems and Policies. He has served as an advisor to several agencies including WHO, the European Parliament, the European Commission, the World Bank, Ministries of Health and Social Affairs in Belgium, Brazil, Cyprus, Greece, Russian Federation, Slovenia, South Africa and Sweden and health insurance funds in Austria, Croatia and Hungary. He has been a member of the management board of the European Medicines Evaluation Agency (2000-2003). In 2002 and 2007 he won the European Health Management Association's annual prize for the best publication in health policy and management in Europe. In 2010 he was awarded the Andrija Stampar medal by the Association of Schools of Public Health in Europe (ASPHER) and the European Public Health Association (EUPHA), for contributions to European public health.

Dr. Elias Mossialos is a Fellow of the Faculty of Public Health (FFPH) and of the Royal Colleges of Physicians in London and Edinborough and Honorary Consultant in Public Health with the South East London NHS Strategic Health Authority. He is an Honorary Professor at the University of Copenhagen, Imperial College, the London School of Hygiene & Tropical Medicine and L'Ecole des Hautes Etudes en Santé Publique in France.

Dr. Elias Mossialos has developed the Options Market for Antibiotics, an incentive scheme to stimulate research and development (R&D), and his recent research on cancer drugs found that one in three licensed in 2003-13 produced no overall survival benefit. Unusually for an academic policy expert, Mossialos has experience at the sharp end, having served as minister of state for the Greek government of George Papandreou in 2011.

Dr. PHUA Kai Hong is a tenured professor at the Lee Kuan Yew School of Public Policy, National University of Singapore, where he gives lectures in global health, health economics and financing, population ageing and social policy. Previously, he was an Associate Professor and Head of Health Care Division, and Head of Health Services Research Unit, at the Department of Community, Occupational & Family Medicine, Faculty of Medicine, and Adjunct Senior Fellow at the Institute of Policy Studies, Singapore. He graduated with honours cum laude from Harvard University and received graduate degrees from Harvard School of Public Health and the London School of Economics & Political Science. He had worked previously at the Ministry of Health, Singapore, and the Office of Health Systems Management, New York State Department of Health, USA.

Karen Baxter

Karen Baxter is the Director of content strategy for Pharmaceutical Press. As a newly registered pharmacist in 1996, Baxter began her career as a resident rotational pharmacist at Derby City General Hospital in Derbyshire, England.

In 2000, Baxter became a senior pharmacist for education and research — a joint position between the University of Derby and Southern Derbyshire Acute Hospitals NHS Trust. She quickly discovered a passion for writing and found herself spending more time producing course materials for the university’s MSc in clinical pharmacy program than on the ward or in clinics. In 2001 she joined the editorial team at Stockley’s Drug Interactions, taking up the managing role from 2005. In 2011, Baxter became director of the BNF, with her responsibilities growing to include all major reference titles within PhP, including Martindale and Stockley’s. In 2016, she became director of content strategy. One of her achievements is the recent release of the BNF app. It has been a long journey to restructure the content from a book-centric format to content that can be delivered as an app.

Dr. Dorjsuren Bayarsaikhan

Dr. Dorjsuren Bayarsaikhan is a Senior Health System Advisor working on partnership collaboration, coordination and Providing for Health (P4H) network in the Department of Health Systems Governance and Financing in WHO Headquarters in Geneva. Earlier, he worked as a health economist dealing with health financing policy and country support in the same department. Before 2012, he was a team leader and regional adviser on health care financing in the WHO Regional Office for the Western Pacific in the Philippines. Before joining WHO, he worked at different senior level positions in the government of Mongolia, namely the State Committee for Labor and Social Welfare, the State Committee for Planning and Economic Development and the Ministry of Health. While being in the position of Vice-Minister for Health, he led the work on health financing, budget planning, investment including establishment of a joint venture to produce disposable syringes and needles with the Samsung Corporation, and on introduction of Mongolian Citizens’ Mandatory Health Insurance.

Dr. Olzhas Abishev, PhD, Vice Minister of the Ministry of Health of the Republic of Kazakhstan

Dr Olzhas Abishev was born on May 14, 1983 in Kyzylorda. He is a doctor (PhD) in the field of information and communication engineering, a member of the Presidential Club for Innovation in the Republic of Kazakhstan. He graduated from Kyzylorda State University with a degree in Information Systems, Master and Doctorate of Andong National University (South Korea), majoring in Information and Communication Engineering. He has a number of scientific publications on information and computer communications. Dr. Olzhas Abishev was  the General Director of the Republican Center for Electronic Healthcare of the Ministry of Healthcare of the Republic of Kazakhstan. Since June , 2018 he was appointed as Vice Minister of the Ministry of Health of the Republic of Kazakhstan.
